Karneval / Fasching - the festival just before the start of Lent is in February -it's great fun (if you don't mind hordes of exuberant Europeans partying. The best place to see it is Koeln / Cologne. Two things though bear in mind that lots of musuems/shops etc shut for much of the five days of Karneval and hotels are crowded. Otherwise any of the big cities are fun to visit at any time of the year but you may find things have closed down until Easter in the smaller places. The East is freezing cold then too- bring lots of winter clothes if you want to see Berlin. Hope this helps - have fun
